'City Steam Mills (Corn)' is depicted and annotated on the first and second editions fo the Ordnance Survey 25in map of 1890 and 1900; on the third edition of about 1920 the site is annotated 'Snowdon Mills (Flour)'. The mill is believed to have been established in 1870 as a steam-powered mill, initially using rollers in conjunction with conventional millstones and later operating as a roller mill.
