Description1. Designed by John Coates Carter, foundation stone laid June 1906.
Situated to the NE side of the open Church yard of All Saints, which forms Victoria Square on the NW side of Victoria Road.
2. Constructed of snecked rubble masonry with pantile roof, blue brick chimney stacks and small-pane glazing. The main NE front has a central entrance with an Italianate loggia over and a round stair tower to the right with conical roof. Stylistically the building is influenced by both the Arts and Crafts movement and the work of the American architect H H Richardson.
