2. The Old Public Library building was constructed in 1906-07 as a Free Library, funded by the industrialist and philanthropist, Andrew Carnegie. The original building complex comprised the ornately decorated south range comprising a reading room and reference library on the lower floor either side of the main entrance, with a lecture hall on the upper floor. The central hallway led through to an atrium where the staff enclosure and main desk was located. To the rear of the south block was an L-shaped two storey range containing an open plan library room on the lower floor and a staircase providing access to a heated retiring room and book storeroom. It also provided access to the lecture hall on the upper floor of the south block via large double doors. A large single storey area in the north-east corner of the complex contained a reading area for newspapers and periodicals.

The building was remodelled after 1951, with the addition of upper floor levels to the single storey rear ranges and some internal rearrangement, in order to increase the size of the library and in order to allow it to function as an exhibition space.

The principal elevation had survived in very good condition and was characteristic of Edwardian Baroque and the Queen Anne Revival architectural movements of the period. It was largely constructed using local materials, including stone from Cefn Mawr Quarry, brick from Ruabon brickworks and glazed and encaustic tiles from J. C. Edwards of Trevor. Internally the building was well finished with parquet flooring throughout, mosaic tiling on the main staircase, and modern finishes.

The Wrexham Public Library building was closed in 1973 when the library moved to its current location at Llwyn Isaf. Following this the Old Library was used as council offices. The building remains in the ownership of Wrexham County Borough Council and as of 2023, it was used to house the council's IT department.
