Built in 1938 by P E Hanton as Board of Health offices, this is a three-storey building with an attic and basement, in the proportions of a classical temple. The south-east elevation is of 15 bays, each with a tall rectangular glazed opening extending vertically downwards through three main floors. The recessed attic storey has 13 square glazed openings and a hipped roof. There is a projecting portico to each gable end. Former headquarters of the Welsh Office.

More recent government offices have been added to the north; the whole is now known as Crown Building.
