According to Hansard, construction of the stretch of A465 road from Aberdulais to Glynneath was due to start in 1993-1994 'contingent on the availability of trunk roads programme resources during the year.' By April 1996, construction work on the section was ongoing and the tender sum for the contract was £45.7 million (excluding VAT), but it was noted that 'final cost will not be known until the completion and final settlement of the contract'.
